Some people are notoriously skeptical of private email services and for anything involving money, will only correspond via paper letter, which is tracked and managed by the US government.
These people are also woefully inefficient, slow, wasteful, and stupid.

To some extent, yeah. They may not know what you wrote in your letters, but they can tell you how many pages, what office it came from/through, usually what type of paper in the envelope and the letter, and in some cases, they can tell what was written without opening it up unless the envelope is privacy shielded.
